期刊简介:Public Money & Management (PMM) is a highly-respected international journal covering finance, policy and management issues in public services. PMM was started over 40 years ago by CIPFA to have an impact on global practice through high-quality research. Professor Andreas Bergmann is Editor in Chief of PMM ; Karen Johnston is Deputy Editor, and Lord Bichard is Chair of the Editorial Advisory Board. PMM is a valuable resource for academics, politicians and policy-makers, consultants and advisors, practitioners in all types of public service organizations, journalists, and students on both academic and professional courses. PMM publishes articles which contribute new knowledge as a basis for policy or management improvements, or which reflect on evidence from public service management and finance. PMM 's articles are rigorously refereed by at least two experts to ensure impact and quality; practitioners are very often asked to review as well as academics. The editors welcome contributions from a broad international perspective, which offer critical examinations or undertake comparative analyses. In order to maintain the interests of our readership, the editors look for overall balance in coverage of topics and locations in PMM . Where there is particular interest in one area, PMM publishes themed issues which are guest edited by well-known specialists in that area. PMM 's themes are highly topical and have international application. The full list of PMM themes can be found here. Guidelines for Guest Editors of theme issues can be found online here. For further information on theme issues, contact the managing editor: ml@michaelalavender.com . Peer review statement Public Money & Management is an international, peer-reviewed journal which publishes high quality, original research contributions to scientific knowledge. Research article submissions are subject to initial appraisal by the Editor, and, if found suitable for further consideration, to peer review by independent, anonymous expert referees. All peer review is double anonymized and submission is online via the ScholarOne submission site. New Development articles are generally peer reviewed, but occasionally can be published subject to editorial review. Debate articles are not peer reviewed and published subject to editorial review. Authorship of PMM articles No changes to the author team are permitted after an article has been accepted by PMM . Please see the journal’s Instructions for Authors for details. PMM articles on Artificial Intelligence (AI) PMM will consider articles on the topic of AI and digital governance in the areas of public finance, public budgeting, public economics, public policy, public management and public administration, generally. As with all articles submitted to PMM, we expect rigor and standards of ethical and academic excellence, advancing and contributing scholarly and practitioner knowledge. PMM invites submissions that examine real-world applications of AI in public sector organizations. We are particularly interested in research and practice-based articles that analyse implemented systems, pilot projects, and operational deployments of AI, and that critically assess their implications for governance, accountability, financial management, and public value. PMM does not accept research, new development, or debate articles that are generated by AI tools. Use of AI, in line with the T&F AI Policy should be declared in the article’s acknowledgements section. PMM articles on tax in public financial management PMM does not cover tax law, taxation structure, tax systems and tax collection; however, the journal will cover tax as part of public financial management, including governmental accounting, financial and statistical reporting of tax revenue. PMM articles on PPPs PMM does publish on public–private partnerships (PPPs) but all PPP content needs to make a new contribution to the literature. Why read Public Money & Management (PMM) ? ‘ PMM offers a valuable balance between science and practice while striving for excellence in both spheres. This mix is unusual for a journal, which makes it all the more enriching. A must-read for anyone working in the field of public management.’ Reto Steiner , ZHAW School of Management and Law 'Public Money & Management is a key journal in public financial management. It offers an interdisciplinary perspective, with research relevant to academics, practitioners and policy makers, covering international issues and providing cutting-edge research to improve efficiency and transparency in the public sector. Its articles are well suited for commentary in postgraduate studies.' Vicente Pina, University of Zaragoza ' PMM offers a balance of content between rigorous research and practical applications, making it useful for both academics and practitioners internationally. The research published in this journal makes it a must-read for managers and policymakers interested in public policy reforms, innovation and governance.' Lourdes Torres, University of Zaragoza 'I highly appreciate PMM for its rigorous approach and relevance to both practitioners and academics. The journal offers comprehensive coverage of key public management themes, features research from around the world, and provides well-grounded perspectives on critical, debatable issues.' Yuliya Kasperskava, University of Barcelona ' PMM consistently offers interesting and up-to-date research that is deeply relevant to real-world issues while stimulating academics to make contributions to the most relevant problems in public administration. Its provocative content challenges conventional thinking, stimulating new perspectives and insightful discussions. As a result, I feel fully involved in both writing for PMM and reading it.' Francesca Manes Rossi, University of Napoli Federico II ' PMM is an interesting journal not only for theoreticians, but also for practitioners. Articles have a high quality and contribute to improve the policy impact on international practice. Without a doubt, this journal gives added value to society.' Patricia Bachiller Baroja, University of Zaragoza 'To me, Public Money & Management does an great job in serving both the scholarly and practitioner communities. Its blend of theoretical rigor and practical insights fosters a deeper understanding of contemporary challenges in the public sector. This journal is a cornerstone for anyone dedicated to improving public management and governance. Publishing in Public Money & Management has always been a rewarding experience, both in terms of outstanding editorial and review processes, as well as impact and community engagement.' Bishoy Louis Zaki, Ghent University 'I have always thought that the proper function of academics is to write for practitioners as well as other academics. That is why I have contributed to Public Money & Management over the years and will continue to do so.' John Fenwick, Emeritus Professor, Newcastle Business School 'Congratulations on the journal this year - not only very high quality, but also used often in policy debates here at the last bus stop on the planet .' Ken Warren , The Treasury, New Zealand ‘This journal continually provides articles that are clear, concise and well-written. It is a pleasure to read! It is making a significant contribution to the field as a definitive thought-leader.’ Ray C. Rist , The World Bank ‘It's very rare to find a journal with the academic credibility that derives from rigorous peer review which, at the same time, is relevant and accessible to an audience of practitioners. It may even be unique!’ Lord Bichard ‘PMM is the one-stop shop for translating research into implications for policy and practice. A must-read for policy-makers, practitioners and researchers.’ Stephen Osborne , University of Edinburgh Business School ‘PMM is a truly leading international journal covering finance, policy and management issues in public services and it is a highly valuable resource for academics, practitioners, and students on both academic and professional courses.’ Pan Suk Kim , Asian Association for Public Administration ‘Innovation is a constant for PMM, which makes it not only required reading for both academics and practitioners, but also a useful way of keeping informed about current approaches and developments in their thinking about future research and application of both theory and practice.’ Pat Barrett , Australian National University ‘PMM provides a forum for dissemination of research to practitioners and policy-makers, as well as to an academic audience. It enables commentary and debate through the written word, but also face-to-face with its annual ‘PMM Live!’ event. This portfolio of opportunities is really very valuable and quite special.’ Jane Broadbent , Royal Holloway, University of London ‘PMM is a journal that integrates the theory and practices of public management together and does so in a way that is accessible to end-users of the research. In an impact-dominated policy agenda, this capability is invaluable.’ Denis Fischbacher-Smith , University of Glasgow ‘Many Japanese CPFAs and PhD students read PMM. PMM is in English but has great impact on many non-English speaking countries.’ Toshihiko Ishihara , Kwansei Gakuin University ‘I had no idea that my PMM paper would give rise to so many derivatives: it has been translated into Chinese, Japanese, Spanish and French.’ James L. Chan , Peking University, China ‘My experience with PMM is that it is interested in new evidence, rather than protecting established public sector turf.’ Yvonne Brunetto , Southern Cross University ‘PMM is a bridge between academics and practitioners, providing comprehensive coverage on complex policy issues in a way that can be easily understood and practised.’ XiaoHu Wang , City University of Hong Kong
